Evaluation and Impact Assessment of the National Unity and Reconciliation Commission (NURC)

Abstract

This report presents the results of the comprehensive evaluation and impact assessment of the National Unity and Reconciliation Commission (NURC). The NURC was established on March 12 1999 by an act of parliament, with a broad mandate to promote the unity and reconciliation of the Rwandese people in the aftermath of a history of violence, segregation and genocide. The evaluation was done in accordance with a contract agreement signed between the Institute for Justice and Reconciliation (IJR) and the NURC in October 2005.
